The filing confirms Luminant supplies Odessa until at least July 2027 and that the price rose to 2.8 c/kWh in October 2025, but it describes the agreement price as approximately 2.7 c/kWh subject to increases rather than a 2.8 c/kWh rate running through July 2027.

Confirmed in the source:

• Luminant supplies electric power to the Odessa Facility under a power purchase agreement
• Cipher has access to that power until at least July 2027
• The power price increased in October 2025 to 2.8 c/kWh

We could not confirm this from the cited source:

• That the 2.8 c/kWh rate applies for the full period through at least July 2027 — the filing states the contracted cost is approximately 2.7 c/kWh, subject to certain tariff-related increases, with the October 2025 increase to 2.8 c/kWh
