The document does contain the monthly schedule ending at 207 MW in February 2023. It does not call 207 MW a maximum, and the schedule is not a continuous ramp-up.
Confirmed in the source:
- The amended Power Purchase Agreement sets a Ramp Up Schedule for energy deliveries to Cipher's Odessa, Texas site
- The schedule lists monthly quantities from July 2022 through February 2023, ending at 207 MW in February 2023
We could not confirm this from the cited source:
- The amendment does not describe 207 MW as a planned maximum for the Odessa site; it lets Cipher request additional energy beyond the scheduled quantities, with Luminant agreeing only to negotiate in good faith
- The schedule is not a steady ramp: it drops from 35 MW in August 2022 to 2 MW in September 2022 before rising again
